WARNER H. SESSION

Warner H. Session practices principally in the areas of Government Relations, Business and Corporate Law and Information Technology. His government relations experience and activities primarily involve issues related to housing, economic development, and telecommunications. Mr. Session was active, for example, in the legislative enactment of the 1996 Telecommunications Act. He serves as General Counsel to Metropolitan Washington, DC's Minority Business Coalition and to Capital Commitment, a community-based non-profit telecommunications organization. He is also Associate Counsel to the Minority Business and Education Legal Defense Fund (MBELDEF). In addition to his experience as former Counsel to the Airport Minority Advisory Council, the national trade association which promotes business and employment opportunities at airports for women and minorities, Mr. Session has represented individual small business owners who operate at airports including Projected Reality, Concessions International, and Mirkanon Piedeau.

Mr. Session has developed a highly effective network for providing Washington, D.C. representation. He serves as the Washington Representative for local governments such as Atlanta, New Orleans, and St. Louis. Moreover, Mr. Session serves as President and Founder of the Telecommunications Advocacy Group, which represents the interests of minority information technology and telecommunications firms. He also helped to organize the DC Technology Council, which is the trade organization promoting telecommunications and technology business development in the District of Columbia.

In 1991, Mr. Session founded the Session Law Firm PC. Before going into private practice, Mr. Session served as Staff Director and Counsel to the Government Activities and Transportation Subcommittee of the House Government Operations Committee, chaired by the Honorable Cardiss Collins (IL-7). He handled issues related to minority participation in large Federal contracts, including the $25 billion FTS 2000 telecommunications contract. Mr. Session also worked on the legislation authored by Chairwoman Collins which established a disadvantaged business enterprise (DBE) goal for airport concession activities (codified at 49 CFR Parts 23 and 26).
