Attorney
Ofori is a leading published authority on topics that
concern minority media ownership and multicultural marketing. He is the
lead author of Blackout? Media Ownership Concentration and the Future
of Black Radio - a comprehensive analysis of ownership concentration
and the impact of 1996 Telecommunications Act on minority ownership. His
article," The Value of Tax Certificates, was published by
the Federal Communications Law Journal. He also served as the principal
investigator for a landmark study on discriminatory practices in the
advertising industry. The report, When Being No. 1 Is Not Enough: The
Impact of Advertising Practices On Minority-Owned & Minority-Formatted
Broadcast Stations, is presently posted on the Federal Communications
Commission's website. On behalf of the Aspen Institute, he prepared a
study of advertising support for African American Internet-based
businesses. In 2002, Ofori prepared a historical analysis of radio local
ownership regulations and their impact on minority owned stations.
On numerous occasions, Ofori has testified and submitted briefs before
Congress, Federal Communications Commission, and the Department of
Commerce. His areas of interest include interconnection standards for
local telephone competition, mass media and telecommunications
cross-ownership restrictions, electronic redlining, universal service,
broadband service deployment, broadcast program-content standards, equal
employment opportunity, and market entry barriers for small and
minority-owned businesses.
Attorney Ofori has over eleven years experience in representing the public
interest in communications policy. Between 1998 and 1997, he served as the
chief lobbyist for the Office of Communication of the United Church of
Christ. During 1997 and 1999, he was the Director of Research for the
Civil Rights Forum on Communications Policy.
In private practice Mr. Ofori specializes in real estate law, trademark
protection, and commercial leasing and acquisitions. He serves as a
commercial and residential loan officer for Fidelity & Trust Mortgage,
Inc. He has provided accounting and tax services for both for profit and
non-profit organizations.
